The regulations implement the provisions of the farm feeds, agricultural remedies and stock remedies act of 1947. It lays out the registration standards and guidelines for organic and inorganic fertilizers, and the rules for fertilizer manufacturing, handling, and packaging among others.

The notice represents efforts to fulfill South Africa’s commitment to the World trade Organization’s Marrakesh Agreement as it relates to market access. Market access permits will be issued for products specified in the schedules of this notice.

The act allows for the valuation of properties specified in the sections of the act. Among others, it provides for the valuation of properties identified for land reforms, it pushes to regulate and monitor valuation processes, and it provides for the establishment, functions and powers of the office of the Valuer-General.

The regulations and its amendments are under the plant improvement act of 1976. The amendment substitutes the fees payable table.

The statutory measure aims to compel breeders of day old female parent broiler chickens and suppliers of packaging material for the packing of eggs to register with the levy administrator. The measure hopes to create a level playing field for players and stakeholders by ensuring access to accurate and timely information to guide their decision process. The measure applies to day old female parent broiler chickens bred for commercial use, and eggs for commercial purposes.

These Regulations amend the Land Survey act of 1997. It inserts a new table of contents, and it mainly concerns “methods of measurement and survey, procedures for temporary and final approval of a survey by the Surveyor-General and connection of a survey to the National Co-ordinate System”.

The Regulations specify the requirements that must be complied with to allow the sale of fresh vegetables in the country. It is stated that fresh vegetables before being placed on the market must be classified, packed, labelled and inspected as prescribed. The regulations exempt imported fresh vegetables from requirements regarding standards, grading and classification if they comply with the Codex Alementarius, UNECE or OECD standards.

The act establishes the national regulatory framework for the electricity supply industry. The national energy regulator is made the custodian and enforcer of the regulatory framework; the powers and duties of the custodian is outlined in details. The act stipulates that licensing and registration are the tools for regulation of generation, transmission, distribution, trading and the import and export of electricity.

The regulations are pursuant to the foodstuffs, cosmetics, and disinfectants act of 1972. Alcoholic beverage is defined as “any drink ordinarily consumed by humans or purporting to be suitable, or manufactured or sold for human consumption with an ethyl alcohol content above 1ml per 100mI (one percent (1%) alcohol volume)”. Warnings against alcoholic beverages are highlighted in the annexure of the regulations, and it is specified that container labels must contain one of the health warnings in any of the South African official languages.

The notice extends the application of provisions of the interim protection of informal land rights act of 1996.

The categories of exemptions to the restrictions are outlined. The list is specified in a tabular format with details including; scientific and common names of threatened species, and specific restricted activities.

The prohibitions listed in the notice include, collection, plucking, exportation, trade, importation, donation, and possession.

The act provides for security of tenure by transferring communal lands to communities, or by awarding comparable redress. It also provides for the democratic administration of communal land, and for the conduct of a land rights enquiry to determine the transition from old order rights to new order rights.

The notice operates under the biodiversity act of 2004. The Schedule contains the list of critically endangered, vulnerable and protected species.

The statutory measure sets out to enforce registration of specified parties with the South African Pecan Nut Producers Association NPS (SAPPA). By combining the register with rendering of returns, the measure hopes to create a level playing field for players and stakeholders through access to accurate and timely information, to guide their decision process. The measure applies to pecan nuts and pecan nut products, both locally produced and imported into South Africa.

The notice lists out the local authorities that are enforced within areas of jurisdiction

The management plan is compiled in terms of the national environmental management act of 1998. The third edition of the EMP assesses the environmental management relevance of the policies and programmes of the department of mineral resources (DMR). The EMP harmonizes all policies and plans of the DMR to avoid duplication of projects and efforts; as it strives to create a sustainable economic growth of the mineral and mining sector.

The zonation within the marine protected area is outlined by the regulations. It is stipulated that no scientific research within the protected area shall be carried out except with a research permit issued by the Minister or the management authority of the protected area. It lists out the general restrictions within the protected area.

The regulations are amended by the substitution for table 1, which captures the “fees payable” schedule.

The measure is subject to the marketing of agricultural products act of 1996. The statutory measure applies to apricots destined for export, import, or domestic fresh consumption. It seeks to ensure availability of market information to all stakeholders in the industry. The levy will be used by the HORTGRO services to fund research and development projects, plant improvement, and information transfer, among others, for the benefit of the apricot industry. The measure will be administered and implemented by HORTGRO services, a company established in terms with the companies act.
