The notice designates in the schedules of the environment conservation act of 1989, administrators and local authorities who may issue written authorization for the undertaking of activities in the Outeniqua Sensitive Coastal Area.

The notice provides for the assignment of powers and duties of the Minister of Water Affairs and Forestry, and the Director of Water Affairs and Forestry, under the national forests act of 1998, to the South African national parks (SANParks).

The water act pushes for the control, preservation, and use of water resources in South Africa across domestic, agricultural, urban, and industrial purposes; usage of sea water; and for the control of activities that may affect natural environmental precipitation, and ground water. It also outlines irrigation loans, liabilities, and subsidies, among others.

The forest act relates to the tenure, demarcation, protection, management and utilization of forests; the combating and prevention of fires; the regulation and control of trading in and removal, exportation or importation of forest produce; provision for the establishment of a Forestry Council and a Forestry Industry Fund; and the imposition of levies in respect of timber and imported timber derivatives.

The regulations implement the alien and invasive species component of the national environmental management: biodiversity act with regards to their control. The minister of environmental affairs shall be the issuing authority for permits related to carrying out restricted activities on aliens and invasive species. Activities termed restricted are highlighted.

The act provides for control over the sale and export of certain agricultural products and other related products. It is expressed that the minister in charge of agriculture may prohibit the sale of a prescribed product that fails to meet specified class and grade, quality standards, guidelines for marking, labelling, and packing, and required product content.

The regulations apply to holders under the mineral and petroleum resources development act of 2002. They regulate the method for determining and making financial provision for the costs associated with the management of environmental impacts from prospecting, exploration, mining or production operations through the life of mine and that may become known in the future. Holders must determine and make financial provision for the rehabilitation and management of negative environmental impacts from mining operations.

The integrated coastal management act establishes norms, standards, policies, and plans for an integrated coastal and estuarine management in South Africa. It aims to promote the economic and sustainable conservation of coastal environment, to maintain the natural attributes of coastal landscapes and seascapes.

The regulations are made under the national environmental management: protected areas act of 2003. “No person may undertake any scientific research within the
Marine Protected Area, except on the authority of a scientific research permit issued by the Minister”. The general restrictions within the marine protected area are listed out in the schedules.

The statutory measure applies to potatoes. It pushes to compel stakeholders of cotton to register with cotton South Africa. It sees registration as a means to ensure availability of information to all players in the industry, to enable them make informed decisions. The measure lists out the parties mandated to register, and the registration process. Cotton South Africa is appointed as an administrator of the statutory measure.

The regulations amended relate to; naming guidelines for divisions, districts, and provinces; representation of necessary authorities as signatories; capability of concluding transactions; and application for cancellation of bond registration, among others.

The rules oulined in this notice are; services pertaining specially to veterinary professions; conduct of veterinary professionals; advertising and promotion of services; animal transport vehicles; standards for veterinary facilities, mobile animal services, house/farm calls, and hospitals; and inquiries into professional conduct.

An amendment of the medicines and related substances control act of 1965. The provisions of the amendment include;making council a juristic person; prohibition of sales on medicines not registered; regulation of inspector powers; council’s powers to acquire and appropriate funds; and supply of affordable medicines.

The notice amends the cooperatives act of 2005. Among others, it: provides for associate membership of cooperatives; provides for categorical distribution of primary cooperatives; provides for audit and independent review of cooperatives for transparency; provides for the voluntary winding-up of cooperatives; provides for the establishment and functions of cooperatives tribunal; and to substitute the advisory board with the advisory council.

The minister, under the marine living resources act of 1998. There is a description of boundaries of marine protected area and stipulations pertaining to the protected areas.

The regulations apply to edible fats and oils, and mixtures which are intended
for final consumption, catering purposes, medium of cooking, and as ingredients in the manufacture of foodstuffs. Edible fats and oils shall be free from mineral oils; the food additives allowed in fats and oils are laid out.

The notice provides for extension of the existing fishing rights that were set for renewal during the COVID-19 lockdown period. The exemption is granted for all fishing grants.

The regulations relate to process and procedures relating to the allocation of small-scale fishing rights, time periods, criteria for small-scale fishers, small-scale fishing communities and small-scale fishing rights allocation, small-scale fishing areas and zones, and management of the rights of access.
