A proclamation to amend the commercial registration and business licensing proclamation of 1997, as a matter of necessity.

This Proclamation shall apply to, unless stated under special laws and proclamations; all forms of transaction arising out of and in connection with
contracts of warehousing. The relevant provisions of the 1960 Civil and Commercial Codes of Ethiopia shall complement this Proclamation. The proclamation shall strive to achieve the following objectives; “to enable any person store his goods and in particular, standardized agricultural products in warehouses, and borrow money upon delivery of the warehouse receipt as collateral, to establish a valid contract between the bailee and the bailor and to properly direct and administer the system, and to create organized and efficient marketing system for agricultural products”.

The rural energy development and promotion centre is established as an autonomous federal government organ accountable to the ministry of rural development. The centre is charged with ensuring the ease of developing and promoting rural energy resources and technologies. The proclamation highlights the powers and duties of the center, organization structure, source of budget, and other miscellaneous provisions.

The proclamation seeks to make possible, enabling environment, and the necessary support, to facilitate the organization of women with low living standards in income generating endeavors, with a view to alleviating their general living conditions. The proclamation thus establishes the Ethiopian Women’s Development Fund as a federai government body having its own
legal personality. The Fund shall be accountable to the Prime Minister. It highlights the various objectives of the fund, the powers and duties, structure, and central organs, among others.

A proclamation to provide for the definition of powers and duties of the executive organs of the Federal Democratic Republic of Ethiopia

The provisions of this Proclamation relating to business licenses shall apply to any person engaged in any commercial activity other than those specified under Article 30 sub article (1) of this Proclamation. The objectives of this proclamation include; strengthening the situations where the trade
sector can be supportive of the economic development of the country, and protecting the trade sector from detrimental and unfair activities by appropriately organizing the systems of commercial registration and business licensing;

This proclamation re-establishes the quality and standards authority of Ethiopia as an autonomous federal government organ, accountable to the office of the prime minister. It details the powers and duties of the authority, its organization structure, members of board and their powers and duties, meetings, budget, books of accounts, as well as the objectives of the authority

The youth revolving fund of Ethiopia is established to serve as a permanent source of finance to be used in furtherance of the objectives of the Fund. The objectives of the fund include; to assist youth to employ their capabilities in
creating job opportunities; provide financial assistance for organized income
generating activities conducted by youth; ensure the all-rounded participation and benefit of youth. The creation of the fund is in recognition of the need for direct participation of youth in the economic activities of the country.

The proclamation applies nationwide. It specifies the types of forest ownership, the promotion of the utilization of private forest, promotion of forest technology and development, obligation of private forest developers, conservation, development, and administration of state forest, as well as designation, demarcation, and registration details.

The marine transport is established as an autonomous public authority having juridical personality. It has the following objectives; to promote and maintain an efficient, economical and regular marine transport service and develop an overall marine transport service system; to expand an efficient system of port services and facilities; to ensure a high degree of safety in marine transport; to prevent marine pollution. It also contains the powers and duties, management, funds, and other miscellaneous provisions.

The proclamation to amend the quality and standards authority of Ethiopia establishment proclamation of 1998.

The proclamation to ratify the Convention on the Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, as adopted by the international maritime organization in 1996. The Ministry of Transport and Communications is hereby authorized to undertake all acts necessary for the implementation of the convention.

The Ethiopian Agricultural Research Organization is established as an autonomous federal government body, accountable to the prime minister. It clearly spells out the organization structure, the powers and duties, the members of the board and their duties, as well as the objectives of the organization.

The Animal, Animal Products and By-products Authority is established as an autonomous Federal Government body having juridical, personality. The Authority shall be accountable to the Prime Minister. The Authority shall have the objective of promoting the domestic and export marketing of animal, animal products and by-products through increasing their supply and improved quality.

“This Proclamation provides for a new system of administration for rural land management and use and for sustainable rural land use planning based on the different agro-ecological zones of the country necessary for the conservation and development of natural resources. This Proclamation shall apply to any rural land in Ethiopia. The Proclamation, among other things: provides rules relative to acquisition and use of rural land by peasant farmers or pastoralists, transfer of rural land use rights, distribution of rural land, resolution of disputes, restrictions on the use of rural land; and defines responsibilities of the Federal Ministry of Agriculture and Rural Development and Regions”.

The settlement authority is established as an autonomous public authority. The proclamation defines Settlement as the act of establishing people in agriculture or related activities, while a settler is defined as any person whom the authority settles. It highlights the capacities of the authority, its powers and duties, organization structure, board members and their meetings, as well as the objectives of the authority.

The Proclamation stipulates that all rural lands shall be the collective property of the Ethiopian people. It abolishes private ownership of rural land, and declares that Peasant Associations are in charge of the redistribution, cultivation, administration etc. of rural lands. The Proclamation details; Public Ownership of Rural Lands, Establishment of Associations for the Implementation of the Proclamation, Powers and Functions of the Minister of Land Reform and Administration, Communal and Nomadic Lands, and General Provisions.

The proclamation has the following objectives; to drive the conservation, management, development, and subsequent utilization of the wildlife resources in the country, to create conditions necessary for discharging
government obligations assumed under treaties regarding the conservation,
development, and utilization of wildlife, and to ensure the effective promotion of tourism based on wildlife. The proclamation also seeks to facilitate private sector participation in the sector.

The 274th proclamation of 2002 establishes the cooperatives commission as an autonomous federal government organ. The commission shall be accountable to the ministry of rural development. “The objective of the Commission is to enable rural and urban working people to solve the economic and social
problem they face by themselves and become self-reliant by being organized in cooperatives different in type and standard depending on the local resources”.

This serves as an amendment to the Water Resources Development Fund Establishment and Its Administration Proclamation of 2002.
