A proclamation to amend the institute of biodiversity conservation and research establishment proclamation of 1998

A proclamation to ratify the international convention on civil liability for bunker oil pollution damage as adopted by the International Maritime Organization in
2001. The ministry of transportation and communications is authorized to carry out implementation processses.

This proclamation repeals The relief and rehabilitation commission order 93 of 1974 and the settlement authority establishment proclamation 78 of 1976. it subsequently establishes the relief and rehabilitation commission as an autonomous public authority to be accountable to the chairman of the council of ministers. It transfers all rights, liabilities, and assets of the repealed organs to the commission. It sets out the purposes of the commission, powers and duties, organization and composition, and other miscellaneous provisions.

The proclamation establishes the national agricultural input authority as an autonomous body of the federal government. The authority shall be accountable to the ministry of rural development. “The objective of the Authority is to ensure that the production, supply, distribution and marketing of agricultural inputs is undertaken in efficient and effective manner, and capacity is built in the sector to benefit producers and the user community”.

The proclamation amends the Ethiopia commodity exchange authority establishment proclamation

The micro-financing shall see to the collection of deposits and issuance of credit to rural and urban farmers and people engaged in other similar activities as well as micro and small scale rural and urban entrepreneurs, the maximum amount of which may be determined by the National Bank. The proclamation also sepcifies other specific roles a micro-financing institution can take on. It contains other pertinent pointers ranging from licensing to operational and financial requirements and limitations.

This serves as the proclamation to repeal the national research institute of health establishment proclamation of 1985. The proclamation transfers the rights and obligations of the institute to the Ethiopian Health and Nutrition Research Institute.

This Proclamation shall apply to geothermal resources development activities within the territory of the Federal Democratic Republic of Ethiopia. Its objectives include; promoting the use of grade II geothermal resources, encouraging a sustainanle carbon-neutral Ethiopian economy, and ensuring the security of tenure of investors.

This Proclamation shall be applicable to any person directly or indirectly involved in live animals marketing within the country. The proclamation stipulates that Marketing of live animals shall be carried out at first level and second level live animals market centers in accordance with Article 5 and Article 6 of this Proclamation. It specifies details about the levels of market centres, live animals health control, transportation of live animals, as well as the duties and obligations of market actors.

The proclamation has the following objectives; to protect consumers rights and benefits. to ensure the suitableness of the supply of goods and services to human health and safety, ensuring that manufacturers, importers, service
dispensers and persons engaged in commercial activities in general, carry on their activities in a responsible way, and preventing and eliminating trade practices that damage the interests and goodwill of business persons. It explicitly spells out the scope of the proclamation, and addresses the different trade practices.

The proclamation defines condominium as a “building for residential or other purpose with five or more separately owned units and common elements, in a high-rise building or in a row of houses, and includes the land holding of the building”. It sets out registration and certificate procedures, ownership, association of unit owners, and their powers and duties, sales and leases, and other provisions.

The proclamation defines the basic principles to be taken into consideration in determination of the compensation to a person whose landholding has been expropriated in relation to the government needs for the use of land for public services. It also defines the organs with the powers to determine the amount to be paid in compensation.

A proclamation to provide for the ratification of the Nagoya Protocol on access to genetic resources and fair and equitable sharing of benefits arising from their utilization at the tenth meeting held on 29 October 2010, in Nagoya, Japan. The Institute of Biodiversity Conservation is equipped with the power of implementation.

The proclamation establishes a Maritime Affaires Authority as an autonomous public authority having its own judicial personality. The powers and duties of the authority, the organization and management, and miscellaneous provisions are specified. The objectives of the authority includes; “ensure that the transport operations and movement of goods in import and export of the country are economical; plan, coordinate and enforce such operation; reduce the transit time of import export of goods, and coordinate the concerned Government bodies to care for goods at port”.

This Proclamation shall be applicable to all raw hide and skin marketing participants. It highlights key pointers like the certificate of competence, processing and transportation of raw hides and skins, marketing, prohibitions, marketing informations, and inspection and administrative measures.

The Authority is established as an autonomous federal government public institution, accountable to the office of the prime minister, and with powers and duties clearly spelt out in this proclamation. The objective of the Authority is to “formulate policies, strategies, laws and standards, which foster social and economic development in a manner that enhance the welfare of humans and the safety of the environment sustainable, and to spearhead in ensuring the effectiveness of the process of their implementation”.

The proclamation to ratify the convention on migratory species of wild animals, adopted in Bonn, Germany, on 23 June 1979. The Ethiopian wildlife development and conservation authority is granted powers of implementation.
