The presidential order determines the management and use of land in Special Economic Zones (SEZ). The order applies to all land designated for the SEZ, and include; state land in private domain, land in public domain of local government, public institutions land, private individual land.

The Order aims at determining the length of land on shores of lakes and rivers affected in the public domain for environmental protection. It addresses land considered as public on lake and river shores, prohibitions on shores of lakes and rivers, and management of the lands. This is in a bid to safeguard and restore shores of lakes and rivers.

The ministerial order on water resources organization, data collection, treatment, management, exploitation, and communication. It also gives pointers on effective usage of water resources data and water resources data collection network.

The ministerial order determining the modalities and requirements for the financial guarantee of environmental protection and its use in mining operations. It discusses the modalities for depositing and use of the guarantee.

The law determines compensation for persons damaged by animals found in national parks and protected areas, as a worker or visitor with necessary authorization. It also covers damages done by animals on the list established by the national parks outside such parks or protected areas. It highlights categories and forms of compensation, payment period, persons entitled to compensation, legal actions, and other transitional provisions.

The Law establishes the National Agricultural Export Development Board (NAEB), with legal personality, administrative, and financial autonomy. It determines the board’s responsibilities, organizational structure, property and finance, and the supervisory authority.

The presidential order repeals the presidential order establishing mining concession and allocating mining exploitation licenses. It charges the minister of natural resources to establish new mining perimeters in accordance with mining laws. The order highlights all repealed presidential order.

The prime minister’s order for determining the composition of the FONERWA managing committee. It list out the composition of the committee, highlights the powers and responsibilities of the committee, term of membership, meetings, and other transitional provisions.

The law determines the responsibilities, attributes and organization of the OCIR CAFÉ. The OCIR CAFÉ is a public institution with financial and administrative autonomy, and is in charge of the development of coffee, value addition, productivity improvement, processing, and efficient market incursion.

The order is pursuant to the law guiding and governing seeds and plant varieties in Rwanda. It determines the requirements for authorising an applicant to use protected plant varieties, on an exploitation or compulsory basis, as well as requirements for defining fair remenuration.

“The Law governs the activities of electric power production, transmission, distribution and trading, within or outside the national territory of the Republic of Rwanda. Its objectives include; liberalization and regulation of electricity sector; harmonious development of distribution of electric power for all categories of the population and for all economic and social development sectors; setting up conditions enabling electric power investments”.

The law establishes the national land centre (NLC) as a public institution governed by the public service laws, having financial and administrative autonomy, and with its distinct legal personality. The centre shall be saddled with overseeing all activities related to land administration, land use planning, and management. It spells out the specific objectives of the centre, powers and responsibilities, organization structure, and other transitional provisions.

This represents the ministerial order determining the list of plants exempted from acquiring phytosanitary certificates or licenses for their importation. It repeals all prior provisions contrary to the order.

The law establishes the Rwanda housing authority (RHA) as a public institution with legal autonomous financial and administrative personality. It highlights its objectives, responsibilities, organization, and functioning. Its broad aim is to implement the national housing and construction policy.

The Order establishes rules and procedures for Rwanda Environment Management Authority (REMA). It sets out pertinent provisions including; organs of the authority, meetings, procurement committee, financial management, and transitional provisions.

The regulation addresses the issue of the legal framework enabling the electronic and electrical waste collection and management system in Rwanda. It applies to all actors, ranging from producer to consumer, involved in the manufacture, assembly, sale, and purchase and processing of electronic and electrical equipment or E-waste in Rwanda. “The regulation is established for protecting the environment and human health by preventing or reducing the adverse impacts of the generation and management of waste from electrical and electronic equipment, and by promoting resource efficiency through reuse, recycling and other forms of recovery of E-waste in environmental friendly manner”.

This represents the prime minister’s instructions determinign the organization and functioning of the national early childhood development program (NECDP). The set of instructions determine the mission of NECDP, personnel management, budget allocation, organizational structure, powers and responsibilities, and salaries and fringe benefits.

The Rwanda Inspectorate, Competition, and Consumer protection authority (RICA) is established, along with determination of its mission, organization, and functioning. The authority has administrative and financial autonomy, and a legal personality. Its objectives range from inspection of quality and standards, to establishing collaboration with other institutions.

The law to abrogate the 1998 law relating to the establishment, organization, and management of the housing finance fund.

The Order establishes the list of works, projects and activities that have to carry out environment impact assessment before being granted prior authorization. The environment management authority reserves the right to request an environmental impact assessment from projects or works not listed therein.
