The order determines the fees for registration of agrochemicals. It expressly states that “Any person applying for registration of agrochemicals must before registration takes place, pay, for each product a registration fee of ten thousand Rwandan francs (Rwf 10,000) to public treasury account”.

The ministerial order determines the models of land consolidation and productivity. Land consolidation is a reform of the ministry of agriculture and natural resources targetted at rural development and promoting increase in agricultural production, as a result of more available lands for farming. The order states that selection of appropriate land consolidation model project shall be between the ministry, land owners, land tenants, and other farming stakeholders in the area.

The Prime Minister’s order highlights the list of drugs or chemical substances prohibited for sale, storage, with intention to sell, distribution of any form, and importation and exportation, unless authorized or given temporary permission. It also highlights the procedures and requirements for issuance of temporary authorization or permission.

The law determines ways and avenues to protect, conserve, and promote the environment onto cleaner and greener status. The law places the fundamenta principle on environmental conservation on preventing activities considered to have negative impacts on the environment, pending a thorough scientific assessment. The law further orders persons or entities that engage in activities polluting the environment, to either make restitution, rehabilitation, or go through punishment.

As sanctioned and adopted by parliament, the law establishes the Rwanda agriculture and animal resources development board as a public institution with legal personality, enjoying financial and administrative autonomy. The board has a general mission of developing agriculture and animal resources via research and extension services, to increase agricultural and animal productivity. It repeals prior provisions contratry to the ones contained therein

The presidential order to ratify the amendment to the Montreal protocol on substances that deplete the ozone layer. The protocol was adopted at kigali in 2016. the ministries of foreign affairs and natural resources, as well the office of the prime minister are charged with implementing the protocol.

The order determines the procedures necessary for declaration, authorization, and concession for the utilization of water. The Order applies on the following: domestic utilisation of water, activities related to water resources that
are subject to declaration, activities related to water resources that
are subject to authoristaion, activities related to concession granting in
water resources and related requirements.

The law addresses issues surrounding importation of plants and plants product into the country. It determines criterias for plant health protection, containing provisions for tackling plant pests and diseases.

The law stipulates that land is a common heritage of the Rwandan people, without any form of discrimination; and the state has supreme power over land management in its territory. “The Law determines modalities of allocating, acquisition, transfer, use and management of land in Rwanda. It also establishes the principles applicable to rights recognised over all lands situated on Rwanda’s national territory and all rights united or incorporated with land, whether naturally or artificially.

The instructions set out state quarries along with their locations. The order allows state or state entities and other persons authorized by the state to explore and exploit state quarries. It repeals all prior instructions contradictory the ones contained therein

The minsterial regulation is pursuant to a number of national and international orders and pacts on natural resources. It discusses among others, mine site inspections, permissions to import and export designated minerals, and application of regional certification mechanism.

The role played by electricity on the accelerated development of the country is recognised and appreciated by the Rwandan government. The rural electrification strategy is geared towards ensuring Rwanda’s rural households have unhindered access to electricity, at effective cost. It aims to leverage on four basic programmes; provision of basic solar systems as basic necessities, support of the private sector through risk based mitigating system, development of mini grids in suitable locations, and the roll out of Electricity Access Rollout Programme (EARP). It broadly has an objective of attaining 70% access to electricity by 2017/2018, and 100% by 2020.

The law repeals the 2010 law establishing the Rwanda natural resources authority (RNSA)

The presidential order ratifying the loan agreement between the Republic of Rwanda and the African Development Fund (ADF) in Kigali. The loan relates to fifteen million, four hundred and ninety four thousand units of account (15494000) for the scaling up energy access project

“The Law applies to a number of public private partnership arrangements, including: management contract, whereby a Contracting Authority awards a partner the right to manage and perform a specific service with respect to an infrastructure facility or other asset for an agreed time period, and “Build-Operate-Own” “BOO”, whereby a private partner finances, designs, constructs, owns and operates an infrastructure facility or other asset to provide services. The law however does not apply to; contracts subject to the law governing public procurement, and the privatization or divestiture of enterprises, assets and any infrastructure facility owned by the Government”.

Pursuant to the ministerial order 11 of 2010 determining the requirements for registration of trade unions, associations, and professional organizations; the Rwanda live animals and meat export organization is established for an unlimited period of time, as an employer’s professional organization. Its objectives are: promote of live animals and meat export, support and collaborate with farmers in Rwanda, support in adding value to livestock products for export, and build capacity of members of the organization.

The ministerial order determines the modalities and requirements for importation of a pest, plant, or a plant product for scientific and research purposes. It also sets out to address modalities for inspection, prohibition, restriction, and importation of all elements that could lead to spread of pests and diseases.

The Prime Ministers’s order focuses on organization and functioning of the disaster management organs in Rwanda, namely; National Disaster Management Committee (NADIMAC), National Disater Management Technical Committee (NADIMATEC), District Disaster Management Committee (DIDIMAC), Sector Disaster Management Committee (SEDIMAC), and the National Platform for Disaster Management (NPDM).

The instructions borders on fees paid for systematic land registration in Rwanda. It stipulates that fees shall be paid once for the first land registration process, and in two phases; at the time of adjudication and demarcation, and at the time of issuance of certificates. It also highlights the people exempted from paying the registration fee.

The law establishes the Rwanda water and forestry authority as a public institution with financial and administrative autonomy, and legal personality. The authority’s objectives range from implementation of government policies, strategies, laws, and decisions as related to the management of water and forests, to advisory functions, and to research and development purposes.
