The regulations are subject to the agricultural product standards of 1990. They specify classes and standards, parking and marking requirements guiding the sale of garlic in South Africa. It specifically states that garlic shall not be sold except standards outlined in these regulations are met. The regulations are baseline standards for garlic sold in South Africa, and not garlic for seed production purposes.

The regulations provide for a system of national register of professional hunters, hunting outfitters and trainers. Persons shall not operate as professional hunters, hunting outfitters, and trainers, unless registered in terms of the regulations contained in the notice.

The regulations contain guidelines for issuing and usage of ID cards by environmental management inspectors, as well as contents of ID cards.

The regulations make provisions for a general prohibition on the recreational use of vehicles in the coastal zone; identifies procedures for approving the use of vehicles in the coastal zone under specific circumstances; and stipulates measures for the enforcement of these regulations and to prescribe penalties in respect of contraventions. Persons who use vehicles within the coastal zones must ensure usage does not cause harm to the environment; and in cases where harm is authorised or unavoidable, must be minimized.

The regulations provide rules for the sale of wheat products. It spells out the restrictions and guidelines for the sale of wheat products in the country. It also outlines the different classes of wheat products and the standards for each of them.

The statutory measure applies to potatoes. It pushes to compel the different stakeholders of potato highlighted, to submit records and returns to the relevant administrators. It seeks to utilise the records and returns to make available, information to all players in the industry, to enable them make informed decisions. The measure lists out the parties mandated to submit these records and returns.

The notice represents amendment to the promotion of administrative justice act of 2000; it alters definitions and provides for the training of presiding officers in the magistrates’ courts for purposes of the act.

The notice exempts the “Mbashe Municipality from the provisions of sections 16, 20, 22 and 27 of the mineral and petroleum resources development act, in respect of any activity to remove any mineral within the area of jurisdiction of the said municipality for the construction and maintenance of roads”.

The notice sets out the fees for harbour activities for all seaworthy registered commercial and non-commercial vessels (fishing vessels, leisure/recreational, and other vessels). The tariffs shall include the slipping and un-slipping of vessels during normal working hours.

All veterinary facilities are mandated to register with the council and ensure compliance with basic standardsf for veterinary facilities. A veterinary facility is defined as “a facility at or from which a person practises a veterinary profession and
includes a consulting room, clinic, animal hospital and any other place at or from which a veterinary profession is practised”.

The act establishes the national development agency (NDA) as a juristic person. The primary objective of the NDA is to aid poverty eradication efforts in the country by providing funds to civil society organizations for execution of projects aimed at meeting the needs of the poor, and for strengthening other civil society organizations. The NDA is also tasked with carrying out research and publication, as a basis for a development policy formulation.

The statutory measure applies to pigs slaughtered by abattoirs for commercial use, and pigs exported live. It pushes to compel abattoirs and exporters of live pigs to register with the levy administrator. It sees this as a means to ensure availability of information to all players in the industry, to enable them make informed decisions. The measure lists out the registration and enforcement process. The levy administrator shall administer the measure.

The regulations pushes for further protection for sharks species in the Breede Estuary. No person shall, except with a scientific research permit, catch or attempt to catch any shark in the Breede Estuary; all incidental catches shall be released to the water alive.

The levy administrator is empowered by the amendment to implement, administer, collect statutory levies, enforce statutory measure established in the regulation, and delegate powers to independent third parties for assistance.

The act provides for the declaration and management of provincial parks within the framework of the national environmental management act; it gives effect to international agreements on protected areas, and to provide for the management of provincial parks, under the provisions of the Eastern Cape Environmental Conservation Act

The statutory measure aims to compel the parties set out in the schedules to register with the Macadamias South Africa NPC (SAMAC), which is tasked with implementing the measure. The measure hopes to improve the efficiency of the production and marketing of macadamias by ensuring access to accurate and timely information to guide their decision process. The measure applies to macadamias nuts in-shell, kernels, and macadamia trees both in the field and in the nursery.

The notice details the nine water management areas of South Africa and major rivers, and boundary description.

The amendment of regulations in the notice relate to redefinitions, insertions, and substitutions, for textual correctness.

The measure hopes to create a level playing field for players and stakeholders and improve efficiency in the relevant industry, by way of access to information. Persons shall have options to register as producers, exporters, importers, retailers, processors, and municpal markets.
