An amendment of sections 22 and 25 of the Waterworks Act.

The act regulates the employment and engagement of persons who are not citizens of Botswana. It is stipulated that no non-citizen in Botswana may be employed or engaged without an issued work permit.

The regulations include the Tribal Land (Subordinate Land Boards) and the Tribal Land (Land Border Service) regulations. The act provides for matters relative to the establishment and operation of Land Boards and the granting of customary and common law land rights to tribesmen and other persons.

The order establishes subordinate land boards within districts and areas specified. Among other functions, the Subordinate Land Boards shall hear and adjudicate upon disputes concerning customary land grants or rights within their area of jurisdiction.

The act provides for the establishment of tribal land boards for tribal areas set out in the schedules; to vest tribal land in such boards; and to define the powers and duties of such boards. The act also details applications to the land boards, administration and appointment to the land board service, termination of appointments, grant of customary land rights, land board funds, and grant of land rights under common law.

The act provides for the control of transactions in agricultural land. No dealings in agricultural land, involving sale, transfer, lease , exchange, partition, or division shall be done without the consent of the Minister.
