The provisions of this Law apply to all procurements of goods, works and services carried out by the state government, local government councils and all procuring entities in the state; and any public body in the state engaged in procurement, and shall include ministries, departments, agencies, bureaus, offices and the state extra-ministerial offices, parastatals and corporations.
