It proposes measures towards provision of adequate shelter in healthy living environments at affordable costs to all socio-economic groups in Kenya. It further proposes measures that shall tackle housing problems in both the rural and urban areas and offers special attention to vulnerable groups through introduction of social housing while encouraging adequate growth, maintenance and improvement of housing stock to meet human needs.
