This highlights the national strategy for climate change and low carbon development.It recognises the vulnerable state of the country as regards effects of climate change, due to to its reliance on rain for agricultural activities. The strategies contained in this document are charged towards mainstreaming climate resilience and low carbon development into the national plans of Rwanda; the vision 2020, and the economic development and poverty reduction strategy (EDPRS). It has a 2050 vision to achieve development in the country with low carbon emission and independence from oil for power generation.

The economic development and poverty reduction strategy of Rwanda represents the implementation framework towards achieving the key targets and objectives enshrined in the vision 2020, MDGs, and the seven year government of Rwanda programme.

The country’s commitment to engaging in the international process of developing a climate change agreement. Five guiding pillars drives the implementation of the strategy; “Institutional Arrangements; Finance; Capacity Building and Knowledge Management; Technology, Innovation and Infrastructure; and Integrated Planning and Data Management”.

The policy acknowledges the important role played by forest resources in the livelihood of Rwandans. This reliance has led to the degradation of these resources over the years. It also points at recents benefits being enjoyed by the forestry sector as a result of political good will geared at developing the sector. It prioritises driving active private sector participation.

Attaining an inclusive, united, democratic, and prosperous country is one of the long term visions of Rwanda. It thus becomes important to ensure the women in the country are empowered towards promotion of their socio-economic wellbeing and effective and unhindered political participation. The national gender policy sets out as a multisectoral government policy, providing the overarching principles to be integrated into the policies and guidelines of all actors, decision makers, and stakeholders in the country. It seeks to incorporate gender issues into the country’s economic development and poverty reduction strategy (EDPRS), to ensure prompt attention is paid to the policy during implementation. The policy’s overall objective is to promote gender equality across all sectors in Rwanda.

The Prime Minister’s order determines the organizational structure and summary of job positions of the Rwanda natural resources authority. The ministries of public service and labour, natural resources, and finance and economic development are charged with implementation of this order.

The ministerial order determines the modalities for application, issuance, and use of mineral and quarry licenses in Rwanda. The modalities include; application of mineral license, transfer of license, renewal, grant of renewal for quarry license, conditions for transfer of quarry license, non refundable application fee, and fees to be paid by the holder of a license.

The Presidential order ratifies the Paris Agreement on Climate Change, adopted in Paris on December 12, 2015. The ministers of natural resources, and foreign affairs and cooperation are tasked with implemtation.

This represents the ministerial order determining the procedures for evaluating, certifying, and registering of plant varieties. It also details the procedures for the withdrawal of certified plant varieties from the list, and the format of the plant variety list.

The law ratifies the agreement on the conservation of African- Eurasian migratory waterbirds.

The ministerial order surrounds the modalities related to the slaughter of meat, and the procedures for meat inspection in Rwanda. It details the declaration for a butcher, application for non butchers to carry out butchering operations, slaughter house hygiene, meats subjected to inspection, and sale of contaminated meat, among other provisions.

The ministerial order modifies and complements the 2011 order determining the procedures to obtaining a freehold land title. It repeals all prior provisions contrary to the ones contained therein.

The law organizes the method of occupation and construction on land intended for housing. Prominent among the provisions is; human settlements, habitation and settlement operations, construction of residential houses, and other transitional provisions.

The law determines the organization and management of aquaculture and fishing in Rwanda. It establishes the functioning of aquaculture and fisheries in; public and concession waters, waters stemming from natural ponds, canals and dams in private lands, and artificial ponds that are legally established with the necessary equipments. The law specifies sports, professional, and scientific types of fishing in Rwanda. The Rwanda animal resource development authority shall grant the right to fish in public waters.

The law specifies the use and management of water resources in the country. It delineates water resources into natural (natural streams and rivers, lakes, wetlands, springs, and aquifers) and artificial waters(works done to store water, fluival and lakeside harbors, and navigation channels). It contains provisions addressing; management and use of water, protection of water resources, flood and drought management, administrative sanctions, offences, and penalties, and other transitional provisions.

“The law provides for the general principles governing general offenses and penalties in Rwanda. It governs, among other things, the degradation or destruction of property belonging to others; the destruction or degradation of trees, crops and agricultural implements; removal or displacement of geodetic signals or landmarks; Removal, displacement or degradation of the terminals; abuse, injure or kill pets. The law also makes provisions for all genocidal offenses against humanity committed between October 1990 and December 1994”.

The ministerial order addresses the modalities for land registration. It also provides for the establishment of register of land titles, procedures for registration of land titles, and transfers of land titles. The order covers land categories specified in th articles 11 through 18 of the Organic law of 2005 on the management and use of land in Rwanda.

The ministerial instructions defines the types, sizes, and modalities for exportation of mineral ore samples out of Rwanda. The instructions cover all mineral ore samples of metallic and non-metallic forms, industrial minerals and rocks, gems, and semi-precious stones.
