The National Water Resources Master Plan of Rwanda (NWRPM) is the framework for implementation of objectives and statements of the National Policy for Water Resources Management. The general objective of the Master Plan is to ensure a sustainable water resources development, utilization and management in Rwanda. serving as a blueprint for sustainable water, land and resources development, it aims to maximize economic and social benefits accruable from water resources, and further promoting the safety of the environment.

The strategy notes that despite the efforts and interventions of the government, a significant proportion of the population still lives in abject poverty, or are vulnerable to poverty. The strategy sets out interventions across 2 main spheres; regular and predicable cash transfer to support people living in, and vulnerable to poverty; ensuring unhindered and unconditional access to basic public services such as education and health.

The contingency plan draws on historical facts and experiences of floods and landslides in coming up with senario managers and assumptions to combating such issues as they may arise. The plan prioritises places and regions especially prone to floods and landslides. Its overall objective is to ensure timely and coordinated response to floods and landslides disasters, in a bid to minimise their effects on citizens, properties, and the environment.

The government of Rwanda deems it necessary to formulate the national agricultural extension strategy. The strategy is developed to ensure necessary breakthroughs in the efforts towards modernisation, development, and transformation of agriculture is promptly disseminated to farmers and producers in a professional and coordinated way. The strategy will complement the PSTA, the EDPRS, and the vision 2020.

The ministerial order regulates the collection, transportation, sale of milk in Rwanda. It accomodates provisions guiding milk collection centers, milk quality testing, application for, and issuance of milk transportation permit, requirements for vehicles permitted to transport milk, milk and milk products quality control inspection, and other transitional provisions.

The Prime Minister’s order defining the supervising body for the Rwanda agricultural board, its category, functions,organization, and responsibilities. The order places the supervision of the board on the ministry taking charge of agriculture and animal resources in Rwanda. The board is categorised as a public institution charged with developmental reforms in agriculture and animal husbandry, as well as personnel development through research, extension, and trainings.

The law governs security interests on movable properties. Security interest is defined as interest in personal properties made available through transaction that secures payment, without recourse to the form of transaction, or the individual. It details principles relating to enforcement of security interests, movables subject to security interests, priority between security interests, enforcements of interests, as well as damages, notices, and regulations.

The ministerial order highlighting conditions necessary for marketing quality seeds in Rwanda. It states that seeds taking the status of quality seeds should have been produced strictly under the principles and regulations guiding the production of quality seeds.

The ministerial order sets out the modalities for the importation, marketing, and distribution of aquaculture and fisheries products, equipment, and materials. The products classified by relevant authorities are; living fish, fish eggs, fresh, frozen, cooled, preserved fish or processed fish prepared by salting, smoking, drying, mollusks and shellfish. The equipments and materials under the scope of this order are; all aquaculture and fishing inputs, including vessels, nets, bow nets, hooks, lamps, fish feeds, drugs, and other fishing inputs and fish productions.

The order ratifies the loan agreement between the Republic of Rwanda and the import-export bank of India, relating to the credit of one hundred and twenty million fifty thousand American dollars (120,050,000 USD) for the modern project of irrigated agriculture oriented towards export, signed in Kigali, Rwanda, on October 26, 2013 .

The ministerial order addresses hygiene issues, as it relates to beekeeping and use of toxic substances. It expressly makes provisions for beekeeper hygiene, hygiene of beehives and equipments, use of toxic substances in beekeeping and contamination prevention, and measures to be taken in response to perceived or confirmed bee diseases.

The order withdraws from classified status, the Kanembwe Forest of two hundred and eleven hectares, seventy seven acres, and eighty six centiares situated in the Western Province, Rubavu District, Rubavu Sector.

The order spells out the organizational structure, functioning, responsibilities, and inter-agency working relationship of the district of land bureau. The district of land bureau sees to land management, administration, and use, at the district level.

The law defining the mission, organization, and functions of the national youth council in Rwanda. Youths in Rwanda are classified on the basis of age, between sixteen, and thirty years. The council has distinct legal personality, and enjoys financial and administrative autonomy. The council is to be supervised by the ministry of youth in Rwanda.

The disaster and risk management plan highlights the holistic and overarching plan of the government covering preparedness, Disaster Risk Reduction,mitigation, prevention, relief, recovery and reconstruction. Preservation of life and reduction in suffering through prompt information on disaster aversion, and promt response in cases of actual disasters. The plan expressly addresses the management activities to be carried out by stakeholders when handling disaster situations. Prominent disasters faced in Rwanda include; droughts, fire, floods, earthquakes, landslides, heavy rain with strong winds, lightning and thunderstorms, traffic accidents, diseases and epidemics

The government of Rwanda, in its quest for sustainable production of food, cash, export, and industrial crops developed the 10year irrigation master plan to maximally utilise surface and underground water reources available for the full promotion of irrigation in the country. The plan seeks to address the need for irrigation, arising as a result of uneven distribution of rainfall and water resources in the country. The phase one of the plan succesfully identifies national potential irrigation areas, while phase two seeks to validate the findings of phase one and explore the detailed design aspect of the individual irrigation scheme.

Rwanda has an ambitious goal of 100% water service coverage in the country as enshrined in its vision 2020. This is in recognition of the important role played by water supply and sanitation services on the socioeconomic development and health improvement of the citizenry. The multi sectoral policy and strategy is charged at exploring approaches to achieving the targets set in other national and international policies like the vision 2020, the MDGS, and the economic development and poverty reduction strategy (EDPRS). It serves as an update to the water supply and sanitation policy of 2004

The plan highlights government’s directions charged towards achieving the medium to long term policy actions and objectives captured in the 2018 national forest policy. Its objectives range from promoting active private sector participation and investment, to ensuring sustainable forest management through implementing the integrated forest management plans.

This serves as a revised policy to the national disaster management policy of 2009. The policy sets out to establish the guiding principles for stakeholders. It highlights the roles, institutional structures, authorities, and key processes crucial to mounting a coordinated approach at decision making and effective response and management of disasters.

The contingency plan charts the course of action to be taken as part of efforts to mitigate, prepare for, respond to, and recover from droughts. The National Contingency Plan for Drought is a multi-sectoral plan with the purpose of maximally reducing drought impacts via institutional coordination, enhancing monitoring and early warning capabilities, water shortage impact assessments, and preparedness, response, and recovery programs. The plan identifies an integrated, regional approach to addressing drought and drought action levels.
