RBM is a management strategy that involves setting targets for institutional workers and compelling them to meet such targets. This form of approach tends to maximize output from public officials to ensure value for tax payers funds is justified. This policy strives to provide principles, guidelines, rules, and rationale towards implementing this form of management strategy. The policy identifies past efforts aimed at performance management, prominent among which is the Imihigo; “a performance based and accountability mechanism”. However, this present policy focuses on digging deeper and drive performance of public officials to ensure the targets of its visions and goals are accomplished as at when due.
