The world is gradually tuning into the use of ICT as a tool to be incorporated in various socioeconomic objectives of the health, education, energy, and other crucial sectors. Through the various phases of the NICI plan, the government of Rwanda aims to leverage on the benefits of ICT. It plans to incorporate them into its sector wide policies, strategies, and plans. The government hopes this will facilitate and hasten the attainment of its long-term vision of becoming a knowledge driven economy by 2020. This particular phase seeks to focus on development of services to improve its delivery to citizens.
