Whereas the informations technology and communications sector serves as an important pillar towards driving the goals and aspirations of the government, the sector also poses a number of threats arising from their usage; cyber-crime, cyber espionage, Hacktivism, Cyber Terrorism, Cyber Warfare, etc. These threats are rampant, dynamic, sophisticated in nature, and equally difficult to handle. The national policy thus seeks to ensure the Rwandan cyber space is as protected and resilient as possible. It establishes a framework for cyber security governance and coordination.
