The energy sector strategic plan functions as a comprehensive plan to assist in the implementation of the energy sector medium term targets contained in the second phase of the economic development and poverty reduction strategy (EDPRS II). The plan is to also serve as a rallying point, to guide implementation of the national energy policy. It highlights needs critical to be met, including; cost reflective tariffs, energy security, balancing of supply and demand of energy, and reduction in infrastructure financing cost.
