The Medium-Term Strategic Plan for 2012/13 – 2015/16 provides a framework upon which all education and training institutions under it will develop and design their Medium-Term Strategic Plans (MTSPs). This Medium-Term Strategic Plan is aimed at improving provision of education and training and other services at all levels through improvement of quality of education and training by expanding institutional frameworks and structures.

This Status Report 2006 is produced in accordance with the MKUKUTA Monitoring Master Plan (MPEE, 2006), which calls for a short report on the status of growth, poverty and governance in Tanzania. The report provides information and analysis for the first year of implementation of MKUKUTA based upon the full revised set of national indicators.

This report is organised in seven chapters. The first chapter presents a historical review of the teaching of civics in schools and civic education. The second chapter discusses the methodology used in preparation of this report and provides a conceptual framework for the National Strategy. The third chapter discusses the attributes of a recommended CE management body. The fourth chapter discusses alternative sources of resources for CE provision. Chapter five presents a discussion of the objectives and contents of CE curricula for different groups, and chapter six presents different CE teaching methods and teaching aids for different social groups. The report ends by presenting a timeline for the implementation of the strategy.

This Poverty and Human Development Report 2005 is the third in a series produced by the Research and Analysis Working Group of the Government of Tanzania’s Poverty Monitoring System. This monitoring system aims to provide timely, reliable information about poverty levels and trends and the results of analyses of data concerning poverty in Tanzania. This is the first report of the Research and Analysis Working Group since the start of the new National Strategy for Growth and Reduction of Poverty (NSGRP), which translates into “Mkakati wa Kukuza Uchumi na Kupunguza Umasikini Tanzania (MKUKUTA)”.

The major objectives of this policy are to achieve increased enrolments, equitable access, quality improvements, the expansion and optimum utilisation of facilities, and operational efficiency throughout the system.

The purpose of this review is to update the previous PRS by making it more comprehensive and pro-poor. Also, the review aims to broaden and deepen interventions to reduce poverty and raise awareness on the PRS and MDGs.

This Plan outlines the framework for achieving greater access to secondary education while simultaneously tackling equity, retention, quality and management issues. Secondary Education Development Plan also addresses the Government’ s policy on decentralization of the management of delivery of social services, including education and focuses also on capacity building for the central government in order to improve execution of its core functions of policy formulation, provision of a responsive regulatory framework, quality assurance, and improved monitoring and evaluation.

The Education Management Information System (EMIS) Development Plan aims at developing capacities in the Ministry of Education and Culture (MOEC) to make it more efficient in executing its core functions of policy formulation, monitoring and evaluation, standards setting, providing regulatory frameworks, co-ordination and optimization of resource use through improved access to and use of EMIS at all levels of education.

The National Strategy for Growth and Reduction of Poverty (NSGRP) is a second national organizing framework for putting the focus on poverty reduction high on the country’s development agenda. The NSGRP is informed by the aspirations of Tanzania’s Development Vision (Vision 2025) for high and shared growth, high quality livelihood, peace, stability and unity, good governance, high quality education and international competitiveness.

This Plan focuses on ensuring equitable access to education and training for all, including the most disadvantaged. Progress towards achieving all of the targets will be tracked through a rigorous Monitoring and Evaluation Framework, which is a separate document annexed to this plan, and this will disaggregate results by gender and by geographical location, as well as having a particular focus on disadvantaged groups such as orphans and vulnerable children, and children and adults with learning disabilities including physical disabilities.
