The government of Ethiopia enacts the excise tax proclamation of 2002 on goods with inelastic demands, and goods that cause social problems in the country. This is in a bid to improve revenues and reduce the consumption of goods hazardous to the health of citizens.

A proclamation to amend the excise tax proclamation of 2002. This is in accordance with the relevant article of the constitution of the Federal Democratic Republic of Ethiopia.

Financial directive 46, issued in 2017 by the Ministry of Finance and Economic Cooperation. The directive addresses effective management of public debt in Ethiopia. This is in accordance with the Financial Administration proclamation No. 648 of 2001 (as amended).

This regulation is issued by the council of ministers, pursuant to Articles 5 and 34 of the Definition of power and duties of the executive organs of the Federal Democratic Republic of Ethiopia proclamation of 2005.
