The technical education and training policy is established to achieve the following general objectives to enhance the application of science and technology to socio-economic development in order to improve the standard of living of the population and meet the basic needs of the masses; to establish an appropriate legal framework, laws, regulations and rules for rationalizing, assessing and monitoring the development of technical education and training in the country; and to facilitate creation of relevant institutions both public and private, to implement specific objectives on the development of technical education and training.

This policy was based on framework of the revised
National Policy on Education (RNPE) government white paper NO. 2 of 1994. This policy focuses on the problems and needs of early childhood care and education programme and seeks to create an environment in which services of a high quality would develop.

The plan seeks to channel the education sector towards fulfilment of goals identified in the Revised National Policy on Education (RNPE), the National Development Plan, Vision 2016 and as well as the Millennium Development Goals.
