As enshrined in the constitution of the Federal Democratic Republic of Ethiopia, and other international ratifications and agreements, every citizen shall have the right to education, irrespective of age, ethnicity, gender, and social status. The strategy pushes to address the neglect of the pastoralist areas and the infrastructure deficit, to ensure they have access to basic education.

The Proclamation applies to any institution operating in Ethiopia. Notwithstanding the provisions of sub-article (1) of this Article, this Proclamation shall not apply to institutions under religious organizations and whose objectives and curricula are primarily religious and to those institutions that offer only diploma and certificate programmes. The objectives of the proclamation range from, preparing knowledgeable graduates balanced with demand and along fields and study, to the promotion of democratic culture and upholding of multicultural community life.

The proclamation attributes human and property accidents to deficiencies in vehicle registration and inspection, among others. The proclamation applies to vehicles operating on Ethiopian roads. It defines key terms, addresses registration and title certification, identification number plates; both permanent and temporary, and other provisions therein.

The proclamation recognises the existing gap between domestic and international demand for sugar, and its current supply. It also points to the lack of private sector players in the industry, due to the huge investment it commands. The government thus wishes to establish the fund to address these challenges. hides and skins in accordance with this Proclamation: Raw Hides and Skin; Wet blue Cow hides; Pickled sheep Skin; Wet-blue Sheep Skin; Wet-blue Goat Skin.

National Petroleum Reserve Depots Administration is established as an autonomous public institution of the Federal Government. The administration shall be accountable to the ministry of mines and energy. The objectives of the Administration shall be to store and administer Natioflal Petroleum Reserve.

This proclamation hereby establishes the Leather and Leather Products Technology Institute as an autonomous federal government institution having its own legal personality. The institute is charged with producing skilled and trained personnel through trainings, research and consultancy services along the leather and leather products value chain.
