The proclamation has the following objectives; to protect consumers rights and benefits. to ensure the suitableness of the supply of goods and services to human health and safety, ensuring that manufacturers, importers, service
dispensers and persons engaged in commercial activities in general, carry on their activities in a responsible way, and preventing and eliminating trade practices that damage the interests and goodwill of business persons. It explicitly spells out the scope of the proclamation, and addresses the different trade practices.

A proclamation to amend the commercial registration and business licensing proclamation of 1997, as a matter of necessity.

This Proclamation shall apply to, unless stated under special laws and proclamations; all forms of transaction arising out of and in connection with
contracts of warehousing. The relevant provisions of the 1960 Civil and Commercial Codes of Ethiopia shall complement this Proclamation. The proclamation shall strive to achieve the following objectives; “to enable any person store his goods and in particular, standardized agricultural products in warehouses, and borrow money upon delivery of the warehouse receipt as collateral, to establish a valid contract between the bailee and the bailor and to properly direct and administer the system, and to create organized and efficient marketing system for agricultural products”.

The business mortgage proclamation of 1998 specifies that In order to mortgage a business, the business shall be one which has been registered and given business license by the appropriate Federal or Regional authority. The proclamation sets out procedures for keeping a register, application for registration, selling of business mortgage by auction, as well as other miscellaneous provisions.

The provisions of this Proclamation relating to business licenses shall apply to any person engaged in any commercial activity other than those specified under Article 30 sub article (1) of this Proclamation. The objectives of this proclamation include; strengthening the situations where the trade
sector can be supportive of the economic development of the country, and protecting the trade sector from detrimental and unfair activities by appropriately organizing the systems of commercial registration and business licensing;

This proclamation re-establishes the quality and standards authority of Ethiopia as an autonomous federal government organ, accountable to the office of the prime minister. It details the powers and duties of the authority, its organization structure, members of board and their powers and duties, meetings, budget, books of accounts, as well as the objectives of the authority

This Proclamation applies to business persons, sectoral associations, commercial representatives and any other person engaged in commercial activities other than those specified under Article 21(4) of this Proclamation. It clearly spells out the powers and duties of relevant authorities, including; the ministry of trade and industry, and the regional organs. It also sets out the commercial register, registration and conduction of commercial register, trade name registration, and business licenses, among others.

This Proclamation establishes the Ethiopia Commodity Exchange Authority as an autonomous public institution of the Federal Government. The authority is accountable to the office of the prime minister. “The general objective of the Authority shall be to ensure the development of an efficient and modern (agricultural) commodities marketing system. The Authority may grant recognition to Clearing Institutions and Exchange Actors and recognize Exchange Actors Associations. The Act also provides rules relative to trading in commodities and requires Commodity Exchanges to set up a Settlement Guarantee Fund”.

The proclamation aims to bridge the gap of absence of a comprehensive legislation guiding the organization and management of cooperative societies. This is to ensure the maximization of the potential benefits accruable through formation of cooperatives. The proclamation highlights the objectives of a society, guiding principles, formation and registration, juridical personality and responsibility, among others.

The pre shipment inspection applies to all goods imported into the territory of the Federal Democratic Republic of Ethiopia, except as stated under article 6 of this proclamation. It details the requirement of pre-shipment inspection, coverage of the inspection, exceptions, procedures for goods importation with or without the letter of credit. This is in a bid to create efficient conditions for trade activities.

This Regulation is issued by the council of Ministers pursuant to article 5 of the definition of powers and Duties of the Executive organs of the Federal Democratic Republic of Ethiopia Proclamation of 1995 and article 59 of Cooperative Societies Proclamation of 1998. It provides for the implementation of the proclamations of 1998. It addresses the establishment of cooperative societies, unions, cooperative federations, and cooperative league. It also details the types and functions of these societies, among others.

This serve as the regulation to establish the federal micro and small enterprises development agency as an autonomous federal government organ. The agency is to be supervised by the ministry of urban development and construction. The goal is to ensure the agency coordinates and harmonise all activities and institutions providing support to micro and small enterprises. This is to ensure long term sustainability of the sector, and the accompanying increase in competitive levels.

The regulation establishes the food, beverage and pharmaceutical development institute as an autonomous federal government institution, and to be supervised and accountable to the ministry of industry. The institute is charged with ensuring the improvement in competitive levels of the food, beverage, and pharmaceutical industry at international levels. It contains the powers and duties, and organizational structure among others.

This amendment deems it necessary to alter the existing raw hides and skins marketing proclamation of 2013. It seeks to solve the problems associated with quality and collection by the inclusion of skin collectors among the present actors in the market. This is to ensure the maximization of economic benefits accruable to the country and the market players

These regulations are issued subject to the state forest proclamation. It chiefly contains the report to be submitted by persons owning mills for the processing of state and federal forest products. The report shall contain ownership, location, capacity, and mechanical description of the plant This is to ensure the safeguarding of the country’s natural resources.

These set of regulations incorporates the Ethiopian grain trade enterprise with the Ethiopian oil seeds and pulses export corporation. It subsequently restablishes the incorporated enterprise as a public enterprise. The enterprise is to see to the stabilization of markets for farmers, to drive sales and increased production.
