The National Multisectoral Strategic Framework is designed to accelerate and intensify targeted high impact interventions aimed at preventing new HIV infections and reducing AIDS related deaths. It aims to promote both efficiency and effectiveness, strategic partnerships and meaningful participation by stakeholders in the implementation of the national HIV and AIDS multisectoral and decentralised response.

The objectives of this manual are to provide guidance on planning and implementation of comprehensive supportive supervision and mentoring for improving quality of HIV and AIDS health services and provide strategies for bringing about synergy between supportive supervision and mentoring.
