The overall objective of the Rural Development Strategy is to provide a strategic framework that will facilitate the co-coordinated implementation of sector policies and strategies concerned with the development of rural communities.

The specific objectives of the National Employment Policy are to: enhance skills and competencies for those in the formal and informal sector especially rural areas; promote the goal of decent and productive employment as a national priority and enable all participants in the labour force to gain productive and full employment.

The overall objective of this policy is to foster job creation and income generation through promoting the creation of new SMEs and improving the performance and competitiveness of the existing ones to increase their participation and contribution to the Tanzanian economy. The policy covers reviewing and reconsidering public policies and regulations that discriminate against or hinder the start-up, survival, formalisation and growth of SMEs.
